本案规划以温州山水为母题，深入挖掘当地文化内涵，极力打造山水绿谷的设计理念。瓯海新区，一个新的生态型山水城市，因水而生、因山而盛。单体造型来源于层峦叠嶂的雁荡山山脉，经过抽象简化提炼出建筑山石的形体之意。景观水系的引入，大面积屋顶绿化的种植，结合蜿蜒曲折、层层退台的商业界面，犹如群山环抱的温州，恰似绿谷。
